Forgot to mention that HellaNZB isn't restarted anymore if only the download speed limit has changed. It makes use of the XMLRPC method again.

Missing docstrings added.

The code that restarts HellaNZB when the configuration is changed has been moved from prefsgui.py to modes/standalone.py, which is another step towards https://blueprints.launchpad.net/lottanzb/+spec/modular-preferences-window
