Better handling of failure to send email oops notifications.

Specifically, as in bug 788874, launchpad can receive messages that are too
large to bounce back out.

 * Do not attach the message to the bounce, for the specific case where
   handling OOPsed.
 * Do include the URL where the message can be found.
 * Record an OOPS about the failure to send the notification, and continue
   with processing.
