FIX(ui): Replace Emoji One icons with MIT licensed flag-icons

Drops icons/flags.
Deletes mention from license dialog, and helper script.
Adds submodule to 3rdparty/flag-icons.
Adjusts CMakefile to pick up new path.
Adds license (MIT) to license dialog.

REFAC(server): Refactor WhisperTarget struct

Switch to using an unsigned integer as channel ID and rename member
variables to no longer include their type as part of the name (and make
names more meaningful in general).

Additionally, some Qt containers were replaced with std ones.

FIX(client): Fix using the keyboad to change local volume adjustment

Previously, when using keyboard arrows or the mouse wheel,
the new slider widget action applied the new local volume
but did not save it. That was because it used the sliderReleased
event to save the value, which is not triggered by keyboard or mouse
wheel updates.

We could simply save the local volume on every sliderChange instead of
on sliderRelease, but that would cause many writes to the disk
in a short period of time and possibly lag the client.
Additionally, the ListenerVolumeSlider would spam packets to the
server, as the listener volume is saved server-side.

This commit introduces event filters in addition to the sliderChanged event,
which are observing key releases and mouse wheel events.
It also introduces a delay timer for packets send to the server from the
ListenerVolumeSlider.

Fixes #6211

FIX(client, Markdown): Code blocks end on three backticks (```) without interruption by any other pattern of backticks in the code.

The regex identifying the code blocks of a string in the function `processMarkdownCodeBlock` was here changed from trying to close a code block at its first backtick to only close it by three consecutive backticks.

This allows the use of backticks in code blocks without accidentally cancelling the code block. One example of the content it allows is formatted strings in JavaScript, another is ASCII art containing backticks that do not match the end signature of a code block.

FIX(plugins): Compilation with new unified header

The new header (as introduced via
2b35c0c28f374b5844f2431bbdce8eddd9bb799b) was missing a typedef and a
utility macro for dealing with the versioned MumbleAPI struct.

Furthermore, plugins that are only build in debug builds were still
including the old (and now non-existing) headers.
