[DEBUG] Add debug code to generate fake WAPI APs

This code watches for an ESSID in the scan list that
starts with "UBU" or "ubu", and changes the security
flags to mimic an actual WAPI CERT ("UBU") or PSK ("ubu")
access point. This code can be used in lieu of a real
WAPI capable access point for testing WAPI UI.
