Have the new onboard-default-settings.gschema.override.example added to the source package.

Allow to replace onboard-defaults.conf with gsettings overrides.

Install the example override file
onboard-default-settings.gschema.override.example.
manually (for testing) with tools/install_gsettings_schema, or
add its contents to a distribution specific override file of your choice.

The old onboard-defaults.conf is not necessary anymore and can be removed.

Create new release, part 2 of 2:

- Update NEWS file.
- Update the copyright information in the COPYING file.
- Licensing tool:
  - Add an email to _known_committers.
  - Add 2 entries to _extra_copyright.
  - Sort the _extra_copyright entries.
- Update version information in setup.py, README, man pages, index.page in help.

Create new release, part 1 of 2:

This commit contains the changes to be ignored by the licensing tool, when it searches for copyright information.

- Update the po files with a set of translation files downloaded from the trunk branch in Rosetta on the 14th Feb 2017.
- Fix 2 small errors detected by nosetests3 in ia.po file.
- Replace the headers in the po files with our custom headers.
- Update the copyright information in the headers of most source files.
- Have the licensing tool ignore this commit.
