Rename ebs_volume_type to ebs_storage_type to avoid confsion with EBS volume types

EBS volume type would be one of standard, io1 or gp2 and not the ebs,ebs-ssd, ebs-io1
as these are names that the Ubuntu image has historically used for storage.

The same changes have been made in cloud-image-manager and awslib
