fetch-debdiff calls lpl_common.download and expects to print the result.

It is assumed here that the original intention was to print the filename
rather than the url so download was modified instead.

Add crichton, a bug bot, to ubuntu-qa-tools

A previous version of Brian though it made sense to have crichton in a
separate branch. The current version doesn't think so as crichton
requires lpl_common.py which is in ubuntu-qa-tools and that other branch
only had crichton in it.
