Religion list as deployment setting. Fixes #594

Changes:
  - created "Unknown" religion category
  - moved current list of religions to 000_settings.py
  - pr_religion_opts is now a reference to
    deployment_settings.religions

This patch moves the list of religions in the people registry
into a list in settings model. This makes things more
flexible for deployers.

corrections

Added reassignments in some areas where the global variables
were being used in strings that I didn't pick up in the
previous commit.

Moved auth.define_tables() to the end of the file.

Edited introductory paragraphs

Actions & justifications:

"New to Ubuntu?"
  Removed redundancy in "New to Ubuntu"?
    Appeared twice: once in header, then in first sentence
  Expanded the first sentance into listitems
    Attempted to use more of the page, so the contents didn't
    have such a visually dominating effect.

"Welcome to Ubuntu"
  Spread content out to two sentences
    There were two messages. One was about Ubuntu, the other
    was about getting new software. This commit provides a
    visual seperation, so that the messages are clearer.

Added why models are prefixed by numbers

Added a short explaination of why S3 prefixes its models with
numbers. Also included a reference to the Trac wiki, page
http://trac.sahanapy.org/wiki/DeveloperGuidelines#Model

Created a new view for the RMS index page.
  Makes it very easy to select 'make request' & 'fulfil request'
  Includes a few calls to the db for recent requests & high priority requests.

TODO
  Add URLs to the table, so that people can just click through to the message
  Add Javascript to translate the datestamps into something human friendly
