vmbuilder-cloudimg-fixes: expose 'arch' and use it

this gets the dpkg architecture and then uses it for decisions.
This is better than using 'uname -m' as the dpkg arch here is
what actually means something.

The other change here is actually a fix to get the overlayroot_cfgdisk
file written for all arches.

Then, in ppc64el, we write a hvc0.conf file to run a getty on console.

Using the 'sed' method to rewrite tty1 allows us to keep whatever
those 'start on' conditions were.

Fixed handling of "--no-check". Added ability to create compressed tarballs for --pack-only via extension endings. Added "--get-patches" to create a patch tarbal

devel-builder: misc cleanups and add '--pack-only=source.tar.gz'.

This adds '--pack-only' so you can run devel-builder on a system
that has access to branches, and move the resultant tarball to another
system, extract it and use the dir as '--no-check'.
