ship-live: add kernel and runtime dependencies

This adds several packages that either will (kernel) or may (most of the
rest) be needed to install at runtime. This enables offline installs.

Note that this intentionally drops linux-generic-hwe-24.04 from ship
live - per livecd-rootfs, linux-generic is the kernel being used.
