Fix managing and tracking registered Monitors

Reset ids of known monitors in on_connection_lost to have reinstall_montior

Fix BFO #63831: When configuring with --enable-datahub --disable-downloads-monitor the compilation breaks

The build broke because when --disable-downloads-monitor was passed
the variable DOWNLOADS_MONITOR_ENABLED was not getting defined/set
in configure.ac
This patch handles the else condition for the configure switch
--enable-downloads-monitor.
