languages: Add functions for getting default input sources

The code to get the default input sources would otherwise need
to be duplicated across control-center, gnome-shell and
gnome-initial-setup.

This commit avoids some of that redundancy by consolidating the
logic into two new functions:

gnome_get_default_input_sources and
gnome_get_default_input_sources_finish

Note, these functions don't provide change notification, so there
is still some redundancy needed by callers.

Sabri Ünal reports that:

Mention compat_libversion.

In practice, we don't update libversion if source code has not changed.
Mention this.

We should bump the version more aggressively after branching, to avoid
identical versions on different branches.

xkb: Clear cached layouts when necessary

The value of the show-all-sources setting influences
what layouts we provide, so monitor the setting, and
when it changes, clear the cached layouts and emit
the new GnomeXkbInfo::layouts-changed signal.

Revert "tests/wall*: Do not fail if some of the locales is missing"

Running all the tests isn't optional, and could lead to tests being
skipped if there's any sort of transient problem with the CI setup.

Seeing as those tests test things that could easily be broken by someone
who doesn't run those languages, we need the tests to be run.

We'll keep the locale setting checks though, to fail more gracefully
when locales are not installed correctly.

thumbnail: Set a resource limit for thumbnailing scripts

Thumbnailing scripts may exhaust a lot of memory. We also call them
synchronously, which is a bit annoying, but hard to change without
breaking the API. Force them to take up to 256MB and take 2 seconds
of CPU time at most.

Some code based on thumbnailing code from libgsf. Patch written by
Jody Goldberg.

RANDR - ignore modes lower than 1024x600 - bnc#539850

Many displays report that they support 800x600 and 640x480 - we will
ignore those resolutions as they are too low for modern applications.
