some fixes in fetch-external.py (and moved to tools/)
updated config.py, added 'desktop' configs
lot of changes in build.py:
 - use shutil.rmtree to cleanup directories
 - wrapped all subprocess calls into a method
 - added a python method that uses subprocess to launch a python process
 - added CLI args to specify the pmdoc to use
 - added -d flag to build the desktop version (--pmdoc needs to be specified)
