ubuntustudio metapackages reference lv2fil, jack-rack, specimen, phat removed from Debian

Bug Description

Going through some older Debian package removals to see if they should apply in Ubuntu, I find that jack-rack, lv2fil, specimen, and phat have all been removed in Debian but are still referenced by Ubuntu Studio. Please:

 - look to see if these packages should be replaced in the ubuntustudio seeds by something else
 - if not, upload these packages setting the maintainer to the ubuntustudio team, to make it clear that you are maintaining these in place of the (no-longer-existent) Debian maintainer.

We have dropped lv2fil from our seeds. There is a replacement in another package, which we included instead.

petri-foo replaces specimen. Also, in our seeds now.

phat is not in ubuntustudio-meta, but in the source package called debian-multimedia.

I have removed phat upstream - git://anonscm.debian.org/pkg-multimedia/multimedia-blends.git

We would like to keep jack-rack, so please assign ubuntustudio-dev team as the maintainer.

We are not interested in the other packages, so we are ok with them being removed.

if you are now maintaining jack-rack, you should upload it to Ubuntu yourselves to assert ownership in the maintainer field.

That will be a problem though, since none of us has upload rights to
packages outside those that we package ourselves (ubuntustudio-meta, and
others).

I will need to apply for that.
