Bug Description
Binary package hint: synaptic
First, view packages by status and view either "Installed" or "Not installed" or something else (anything but "All"). If you "Unmark all" the list of packages becomes empty. To repopulate the list you must select any other choice (like "All") and then go back to select "Installed" or "Not installed".

I can confirm this behavior, but for me it also happens with "All".
My version is 0.61ubuntu9 on Hardy.
