Don't know what happen yet. Today's system-image keeps rebooting, and I found if I moved /usr/sbin/alsactl somewhere, then the reboot loop disappears. I think I have the same version on the builds of yesterday and the day before.

Even I re-run the command after lxc container is correctly up as described in https://bugs.launchpad.net/canonical-devices-system-image/+bug/1625916/comments/2 , it still crashes kernel and system reboots.

So actually lxc-android-config installs an override that prohibit alsa-restore from starting up automatically, then that's something we should do the same for systemd.
