orage: default zoneinfo path is incorrect

Bug Description

For the xfce applet provided by orage, one of the configuration options is 'set timezone to:', with a button next to it to (presumably) select a zoneinfo file.

Unfortunately, the default path is '/usr/local/etc/zoneinfo' which does not exist.

    - debian/control:
      + adhere to DebianMaintainerField
      + b-d on libdbus-glib-1-dev (>= 0.34) and libnotify-dev (>= 0.3.2)
    - debian/rules: drop uneeded mcs-settings desktop file.
    - debian/patches/xubuntu-fix-desktop-file.patch: make desktop-file-validate
    happy.
  * debian/patches/04_fix-default-location.patch: don't try to open
    /usr/local/etc/zoneinfo by default (LP: #198804)

orage (4.5.12.2-5) unstable; urgency=low

  * a “brown paper bag” release.
  * debian/patches: 01_tune-desktop-file.patch refreshed, use a semicolon at
    EOL.
