[FFe] Please update libfxscintilla to 2.11.0

Bug Description

Reason for FFe:

This is required due to a build dep (libfox1.4-dev) being gone since Lucid. I think the binaries were already dropped from the archive. So we should either update or drop it from the archive. I already have the package building with an update to libfox-1.6-dev (bug #626694). I have not done any functional testing yet.

FFe approved. You'll need a sponsor to look over the actual package though - I see it doesn't appear to be in Debian.

Hey Colin, Micah asked me to sponsor it.

However, I'm seeing there is a soname bump (from the branch) and a lot of changes in the diff. I'm very uncomfortable sponsoring this so close to the release. Can it be something to differ to Natty?

Hum, the bin is removed in lucid and maverick, so I guess the soname bump isn't that important. I'll look at the packaging and will sponsor :)
