Code review comment for lp:~deryck/launchpad/remove-double-heading-tags-page

We were showing the "Manage Official Bug Tags" heading twice on the tags
page. Once above the bread crumbs and again above the form on the page.

This branch corrects that and removes the extra heading above the form.
