I'll also pre-approve a variant with DEFAULT (CURRENT_TIMESTAMP AT TIME ZONE 'UTC') NOT NULL. If heat is being given a default value on creation, you probably should have this variant and it will make the heat refresh code a little simpler.

Please extend the comment on bug.heat_last_updated to state what its value is for newly created bugs (NULL or current timestamp depending on the above).
